ADMISSION POLICIES UNDER CONSULTATION

Proposed reduction in Published Admission Number, September 2026.

We are currently undertaking a consultation regarding a proposed reduction in our Published Admission Number (PAN) for the admissions year 2026/2027 (for children joining Reception Class in September 2026).  This is due to a fall in primary school-aged children who reside in the West Warrington area.  This proposed change is in-keeping with Warrington Borough Council's statutory responsibility for school place planning. The proposal seeks to reduce the PAN from 60 to 30, meaning the maximum number of pupils that the school will admit will be reduced. This lower number will then roll through the school in subsequent years.

This consultation focuses solely on the proposed reduction in the PAN; no other areas of the Admissions Policy are under review at this time, so there are no changes to the oversubscription criteria. To view the proposed policy which includes the change in admission number, please click on the document below.

Proposed variation to the Published Admission Number, September 2025.

We are also consulting on a proposed variation to the published Admissions Policy for the admission year 2025/2026 (for children joining Reception Class in September 2025). The proposal seeks to reduce the PAN from 60 to 30, meaning the maximum number of pupils that the school will admit will be reduced. Again, this is due to a fall in primary school-aged children who reside in the area, and the recent significant fall in the number of children on roll at the school.  This proposed variation to the published admission number is also in-keeping with Warrington Borough Council's statutory responsibility for school place planning.  This proposed change is subject to consultation and approval by the Department for Education.

The Published Admission Number (PAN) is the maximum number of pupils that a school will admit into each year group. The PAN is set by Omega Multi-Academy Trust to align with the school’s resources, facilities, demand and the needs of the community, ensuring all mandatory provisions for the statuary School Admissions Code are met.

The proposal to reduce our PAN reflects changing trends in the local area. These include a lower birth rate, demographic shifts and the presence of larger schools nearby. This adjustment will enable us to continue focusing on high-quality educational experience for each student.

No, the proposed PAN reduction will only apply to new admissions starting in the 2025/2026 school year (and subsequent years). It will not impact pupils currently enrolled at the school or those who are already admitted for the upcoming years.

No, this consultation is focused solely on the proposed reduction in PAN. All other aspects of the admissions policy remain unchanged.

There are currently 450 places offered by schools in the Great Sankey school planning area. Local Authority data shows that in the 2024 Reception intake there is a 18% surplus of places across schools in the area. By 2025, the surplus will be around 27% and then a similar number of vacancies in 2026. If the PAN at Westbrook Old Hall Primary School is reduced to 30, the surplus will be reduced to 22%, leaving around 90 surplus places in the area. This means that there will be sufficient places in the area to accommodate the demand for Reception places.

We welcome feedback from all interested parties, including parents, carers, members of the local community and stakeholders. Input is valuable in ensuring our policies meet the needs of our school community.

Feedback and comments can be submitted by completing the relevant consultation forms by 31st January 2025. All responses will be reviewed and considered as part of the consultation process.

Once the consultation period concludes and feedback has been reviewed, the final agreed policy will be published on our website by 28th February 2025.

The proposed PAN reduction is a positive adjustment to meet the current demand while ensuring efficient use of our resources. It will supports the school’s commitment to providing a focused and enriching learning environment that benefits both our students and staff.
